International Network of Educational Institutes 2021 Summer School


Program Introduction

The International Network of Educational Institutions (INEI) consists of eleven leading educational institutions including Melbourne Graduate School of Education, University of Melbourne; School of Education, University of São Paulo; Ontario Institute for Studies in Education, University of Toronto; Faculty of Education, Beijing Normal University; National Institute of Education, Nanyang Technological University; School of Education, University of Cape Town; College of Education, Seoul National University; University College London Institute of Education; School of Education, University of Wisconsin-Madison; Danish School of Education, Aarhus University; School of Education, Hiroshima University. INEI sets it mission to make impacts on policy decisions, influences funding and inspires research and interventions that have a meaningful impact on education locally and globally.

 

Within the framework of INEI, a Summer School Program has been successfully held each year by FoE-BNU since 2017. As the world edges to put the pandemic behind us, the virus has not only changed our daily life, but also promoted profound transformations in many areas of education. The pandemic suspended us to hold 2020 Summer School, however, we are pleased to announce that the fourth INEI Summer School will be held virtually from July 12th to 14th, 2021 by College of Education Administration, Faculty of Education, BNU. We sincerely invite you to recommend outstanding graduate students to take part in our program.

 

Program Theme

Opportunities and Challenges of Educational Governance in Post-epidemic Era

 

The outbreak of the corona-virus has had unprecedented consequences for the education system, such as long school suspensions and the inability of teachers and students to communicate face-to-face and to interact and teach only online. These circumstances deeply impact the usual pattern of class, the existing teacher-student relations, and the home-school relations. These impacts are likely to bring new opportunities and challenges to our education system, but are the policy makers, school administrators and teachers aware of these possible opportunities and challenges? How can we equip ourselves to respond to new opportunities and challenges? To consider these questions more thoroughly, the 2021 INEI Summer School will explore mainland China as a case study, invite domestic and international scholars to conduct a systematic analysis of the Chinese model of educational governance, and involve the domestic front-line educators to share their practical experience. Therefore, students will get an opportunity to understand and discuss in depth the strengths and weaknesses of the Chinese model of educational governance in the post-epidemic era, then to reflect on what the Chinese experience has taught their own education systems, and on how to take action to improve their own education systems in the post epidemic era.

Eligibility

l  Applicants must be graduate student (Master and PhD) , OR final year undergraduate students or graduate student current enrolled in an INEI related institute

l  Major in education and its related disciplines

l  Language requirement: English speaking countries, OR, Non-English speaking countries must submit a TOEFL (85), IELTS (6.5) score. If applicants do not have either one, please apply for oral proficiency interview, which will be arranged on June 2021.

l  Preferred (but not required) students who have strong interest in applying for Master or Doctor Degree in China in the future. (Students can apply for Chinese Government. Scholarship funded by the China Scholarship Council. The scholarship shall cover tuition and living expense for degree-seeking study in China.)

Note: In addition to the places reserved for INEI member institutions, the program is also open to students from non-INEI partner institutions and a total of extra 15 oversea participants will be recruited. Please see the Eligibility and Application Procedure as indicated.

 

Application Procedure

Each INEI partner institute could recommend up to 3 students to attend the 2021 Summer School. Recommendation lists shall be sent to Ms. Lin Zhang to jiaoguanyuan@bnu.edu.cn by the Dean or Associate Dean in each school.

Nominated applicants should send documents with subject title “2021 INEI Summer School Application” to jiaoguanyuan@bnu.edu.cn, include:

²  Curriculum Vitae, including education experience, research experience, publications, working experience, courses taken, and etc.

²  Personal Statement (See Appendix).

²  One recommendation letter.

²  Official Certificate of Enrollment at current educational institution.

²  Language Proficiency Proof. (English speaking countries submit scanned copy of passport; Non-English speaking countries submit scanning copy of language certificate according to the language requirement or a letter to apply for oral proficiency interview.)

²  One scanned copy of passport bio page.

Note: All documents must be in English or Chinese. If they are in other languages, notarized copy in Chinese or English must be provided.

Course Schedule

The courses will be scheduled from July 12th to 14th, 2021, 20:00-22:00 (Beijing Time) on Zoom. The 2021 Summer School will be co-taught by faculty members from Beijing Normal University and Primary and Secondary School principals will be invited to share their practices and lived experiences in schooling during the pandemic time. The theme and description for each course are summarized in the following table in brief and the detailed syllabus will be sent to students while getting admitted to the program.

Theoretical Analysis   of China’s Educational Governance System

In this course,   the guest speaker will introduce the relevant theories of educational   governance, analyze China’s educational governance system according to the   current educational, social, cultural and political system environment, and   propose the characteristics of China’s educational governance system.   Comparing with the educational governance system of Western countries. This   course constructs and analyzes the theoretical framework of China’s   educational governance system, and discusses the opportunity and development   trend of China’s educational governance system in the post-epidemic era.   Learning through this course, students will be able to grasp:

1)        Cutting-edge   theories in educational governance

2)      The characteristics of Chinas educational governance system

3)        The   comparison between China’s and western educational governance system

4)      The opportunity and development of China’s   educational governance system in the post-epidemic era

Education Equity   under the Epidemic and in the Post-epidemic Era

Like   the rest of the world, the Chinese government is committed to promoting   education equity. Since the beginning of the Reform and Opening-up, the Chinese   government has put forward a number of policies and measures to improve the   uneven access to and progress in education due to family economic and social   status or differences between urban and rural areas. However, the epidemic   has more or less changed the normal state of education, making it difficult   for existing educational poverty alleviation efforts and policies to achieve   the desired results. Therefore, the purpose of this course is to introduce   students to the issue of educational equity in China, and to understand China’s   efforts in advocating educational equity. This course analyzes the impact of   the epidemic on education equity in China and the future of promoting   education equity in the post-epidemic situation. Learning   through this course, students will be able to grasp:

1)      The status quo of educational equity in Chinese   society

2)      Policies and measures of promoting education   equity in China and their effects

3)      What challenges the epidemic poses to educational   equity in China

4)      The development trend of education equity in   China under post-epidemic situation

School Reform   and Innovation Affected by the Epidemic

Because of the   epidemic, teaching and learning can not take place in schools and classrooms   as usual, and teachers, parents and students need to change the way they   teach or learn. At this time, as an important system to support teaching and   learning, schools also need to make certain changes and innovations to   support teachers, parents and students to adapt to sudden changes in order to   maintain the quality of teaching. However, in this new normal, how can   schools make changes and innovations to effectively respond to the new   demands of teaching and learning? As the epidemic recedes, how will the   changes and innovations brought about by the epidemic affect the future development   of the schools? This course will review the experiences of Chinese schools   and analyze them in light of relevant theories, research and practical   experiences. Students lead by instructor will ponder the above questions and   seek for possible answers. Learning   through this course, students will be able to grasp:

1)      The fundamental concepts and theories of school   reform and innovation

2)      How to reform and innovate in primary and   secondary schools in China to meet the demand of teaching and learning under   epidemic situation

3)      How the changes and innovations brought about by   the epidemic affect the future development of the school

 

Assessment and Certificate

Students are required to submit a learning reflection report with no less than 3,000 words in English at the end of the program. The program committee of INEI Summer School will assess and feedback on it. The students who successfully submit the learning reflection report and get a satisfactory result will receive a certificate issued by Beijing Normal University and INEI.
